AHC Background: Ankawa Humanitarian Committee (AHC) is a local, non-governmental, faith-based Organization established in February 2020, directed towards the fundamental challenges of humanitarian and development work facing our long-suffering communities. Job Summary: As the Programs and Development Manager, you will play a crucial role in leading the development and implementation of initiatives tailored to meet the needs of the Iraqi community. You will collaborate closely with various stakeholders to ensure the successful execution of projects aligned with AHC's mission and strategic objectives. Additionally, you will oversee the Programs Department, providing guidance and supervision to staff while maintaining internationally and nationally recognized standards. Job Responsibilities: Your responsibilities will comprise: Strategic Program Development: Lead the development of high-quality funding proposals customized for the needs of the community. Develop and design new initiatives to support the strategic direction of the organization. Ensure all programs align with AHC’s mission and strategic goals, with a clear theory of change. Develop and implement long-term goals and objectives to achieve the successful outcome of the program. Collaborative Project Management: Collaborate closely with project team, technical experts, and financial teams to craft competitive proposals. Maintain internationally and nationally recognized standards to select and implement projects and activities. Ensure that selected projects and activities are in accordance with the organization’s strategy and objectives. Manage the budget of projects and activities in the best possible manner and for the well-being of the people and the interest of issues of concern. Monitoring, Evaluation, and Reporting: Develop comprehensive work plans and budgets that reflect the unique challenges and opportunities in the country. In close collaboration with the MEAL department, create and manage monitoring and evaluation systems, factoring in the specific dynamics. Follow up on the implementation of projects and activities to ensure they are carried out according to the approved terms, work plan, and timeline. Finalize regular reports such as monthly, quarterly, and final reports as well as external reports for the donors. Stakeholder Engagement and Representation: Build and nurture strong relationships with current and prospective donors interested in supporting initiatives. In close collaboration with the ED, act as a representative of the organization in donor meetings, conferences, and other events, advocating for specific needs. Leadership and Supervision: Direct, guide, and supervise the staff in the Programs Department. Responsible for the evaluation and development of the department and staff. Serve as the focal point for communicating, dealing with, monitoring, and evaluating implementing partners and service providers for issues related to projects. Ad Hoc Responsibilities: Draft, design, review, revise, edit, and amend project proposals. Ensure that projects are well-explored, assessed, and analyzed prior to submission for approval. Perform other duties and activities as directed by the Line Manager and perform all other tasks and responsibilities assigned for the benefit and support of AHC and its mission. The Employee must adhere to the action points mentioned in the Strategic Plan; AHC staff should manage their responsibilities as identified/guided by the strategic plan document. Typical Background, Experience & Requirements: Education and Experience · Bachelor's or Master’s degree in a relevant field (e.g., Business, Management, Program Management, Public Relations, Social or Humanitarian Sciences) · Minimum of five years’ work experience in a managerial position leading a high-value relief and development program (NGO experience is a must). · Significant work experience in proposal development with different donors and excellent report, writing, and editing skills. · Additional experience may substitute for some education. Preferred Qualifications · Experience in participatory action planning and community engagement. · Experience monitoring programs and collecting relevant data preferred. · Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint). · Experience in program management tools and software (if any). · Experience in providing technical guidance, training and capacity building for staff. · Staff management experience and abilities that are conducive to a learning environment.
